A private, independent institute that tests proposals for the economy and the state against a public standard.
What the Institute is
The Gracchus Institute is a private initiative. It belongs to no party or movement, and its output is free for anyone to use who meets the measure: does a proposal raise the burden on human labour, or does it skim passive extraction and monopoly rents?
It works from two traditions. The economic one is Georgism, carried into the twenty-first century. The political one is resilient liberalism, the view that a free order has to be maintained and cannot be taken for granted. The statement explains why the Institute exists, and the framework explains how it examines the system.
Every model and proposal passes the four-part test: who bears the cost and when, where the financing comes from, at what scale it operates, and what its failure conditions are.
Who is behind it
Rolf Strijdhorst founded the Institute. He is a systems architect who writes on the intersection of systems thinking, economics and European politics. He brings the habits of system design to political economy, which means invariants, closed balances and explicit failure conditions. He is a co-founder of Astra Europa, a separate pan-European federalist movement. The Institute is independent of it. Drafts are read before publication by a reader with a background in political science, and others contribute from time to time.
Where it is going
The Institute is privately run today. It may grow into a funded organisation later.
